Obituary

Jacqulyn Ann Kemper, 62, of Orlando, FL, formerly of Hanover, PA, passed away peacefully on Thursday, September 4, 2025, at St. Luke's Medical Center in Houston, TX. She was the loving wife of Shelly Foster.

Born November 5, 1962, in Hanover, she was the daughter of the late Mark D. and Miriam J. (Ashway) Kemper.

Jackie was raised in the Hanover area and was a proud 1980 graduate of South Western High School. She was deeply proud of her roots, growing up in a farming family, and carried that pride throughout her life. Jackie went on to build a successful career in structural engineering and design, contributing to major projects including stadiums, the Daytona International Speedway, and numerous developments for Disney. Her professional journey was both a passion and a tribute to her mother, who instilled in her a love of Disney. That shared love eventually led Jackie to move to Orlando, where she could live near the parks she adored and continue her work honoring her mother's memory.

Jackie also cherished her home life. She had a lifelong love for animals and especially treasured the companionship of her dogs and cats. Her gentle and kind spirit was evident in the way she cared for her pets and in the joy she found at Disney, a place that brought her peace and happiness.

In addition to her wife, Jackie is survived by her brother, David Kemper and his wife, Marina, of Cassville; nephews, Dan and Gabe Kemper; and several aunts and uncles including Ronald Kemper, Blaine Ashway, Joyce Traxler, Roger Ashway, Sharon Hartlaub, and April Ashway-Railing.

She was preceded in death by her parents, as well as uncles Leon Kemper, Arthur Ashway, Carl Ashway, and aunt Gloria Asper.

A service to celebrate Jackie's life will be held at 1 p.m. on Saturday, September 20, 2025, at Wetzel Funeral Home and Crematory, 549 Carlisle Street, Hanover, PA. A time to share memories with the family and an opportunity to view will be held from 12 p.m. until the start of the service at the funeral home. Burial will follow in Rest Haven Cemetery, Hanover. Pallbearers will include Dan Kemper, Mike Morris, Brandon Lynn, Bora Erbilen, and Nathan Morrow.
